Status of Braddock District Supervisor Special Election

After a hard fought Supervisor’s race, as of about 8:20 p.m. Tuesday evening all of the precincts in Braddock District (including absentees) were reported except for one – Fairview Precinct.  The Unofficial Results are posted on the Fairfax County website here:

As of right now, the Republican candidate leads Ilryong Moon by 69 votes out of 12,425 votes cast – this equals .57% (one half of one percent) or 2.6 votes per Braddock District Precinct.
The uncounted precinct – Fairview Precinct – is one of the biggest precincts in the County with 4,889 active registered voters.  Braddock District turnout averaged 17.6% in the election.  Fairview has also voted Democratic in previous elections voting 57% for Barack Obama last November and Sharon Bulova last month. If it performed at average turnout and similar performance, it would result in a 120 net vote gain for Mr. Moon.  However, several other typically Democratic precincts did not perform consistent with their historical averages.
Also, the new paper ballot/optical scan equipment used in the Presidential election was not used in this year’s special elections due to budget constraints associated with printing the optical scan ballots – only electronic voting machines were used.  Therefore, no paper trail exists as to Fairview Precinct’s voters’ intent.
There were numerous possible anomalies during the vote tabulation apparently relating to one machine which caused the Fairview Precinct election officers to call the Registrars’ Office technical staff.  The Registrar’s technical staff visited the polling place and were unable to either ascertain or certify whatever results the questionable machine was providing.
After the discrepancies arose, I went to the Fairfax County Registrar’s Office where they advised that the machine was quarantined, sealed, and delivered to the Registrar’s Office.  It will be unsealed, opened, and assessed later today, Wednesday, March 11, 2009 at 9:00 a.m. where the results are to be determined by the Fairfax County Electoral Board.
I am happy to report that FCDC had an experienced precinct captain in place for the vote tabulation in Fairview Precinct who was able to provide information regarding the situation this evening.  FCDC also has an experienced legal team and canvassing team in place for the unsealing of the machine and tomorrow’s Electoral Board Canvass which we assembled in advance specifically for these types of contingencies.

No matter what the result is in Fairview Precinct, this election appears close enough that either side could request a recount.
